Abstract

International sanctions are numerous and varied, some military and others non-military. Regarding non-military sanctions, the problem of defining their forms, their legal basis, and how to activate them arises, especially if violations are committed by several countries in different parts of the world. The topic of non-military criminal international sanctions is a professional one with historical roots. However, in the past, sanctions involved retribution and revenge, which was always in the hands of the strongest. This research relied on the comparative and analytical methods. It concludes that the system considers international sanctions one of the most important pillars upon which international legal rules are based. Failure to achieve compliance with the provisions of international law through ordinary means of peaceful dispute settlement leads to the imposition of international sanctions, the primary objective of which is to correct the behavior of the violating state and deter it from further violations. The research concluded that it is necessary to rely on selective sanctions, such as freezing the assets of the elite, instead of comprehensive sanctions.
